One of the issues I had when I was adding this PPA a couple of months ago was that it kept failing. I managed to find out that you needed to specify UTF-8 as the language when adding the PPA:
LC_ALL=en_US.UTF-8 add-apt-repository ppa:ondrej/php-7.0
